This paper is intended to focus on the Virginia Port Authority (VPA) and its
unique role in Virginia State government. The scope is narrowly directed and
the subject matter deals only with the philosophy of the VPA and its efforts to
grow the maritime commerce of The Port of Virginia.
The underlying message, I believe, is that changing business conditions require
all ports and port directors to continually look to new and innovative means with
which to compete and to satisfy customer needs.
