This Interactive Listening Session on December 3, 2020, hosted by the American Association of Port Authorities (AAPA) in conjunction with the Maritime Administration (MARAD), raised awareness of domestic preference rules (Buy America and Buy American) and highlighted best practices that can minimize project management disruptions arising from these federal grant requirements. The Interactive Listening Session also solicited comments and feedback from port industry stakeholders regarding U.S. domestic preference laws and regulations pertaining to all port infrastructure projects utilizing Federal funds, and helped ensure manufacturers' awareness of the growing market for domestically-produced infrastructure needed in federal grant awards at ports.

This program built upon the business interruption webinar presented on May 4, 2020 by Anderson Kill. The financial losses suffered by ports and other entities as a result of COVID-19 are the biggest the world has seen in recent history. It still is unclear if, and how, ports will be compensated for the loss of income during the period of restoration under property and business interruption policies. Many ports have notified their insurance companies that they have suffered losses, but now are faced with the daunting task of selecting and pursuing a path to coverage. This program will discuss insurance coverages which may respond to COVID-19 claims, with a primary focus upon best practices and strategies for quantifying and otherwise preparing, presenting and pursuing a supportable insurance claim. It will also address the impact of any government grants or loans upon insurance claims.

On January 9th, Niranjan Patil, Marcelo Lara and Rackley Dawson from TMEIC presented a webinar on harmonics which included an overview of how to better deal with these “ghosts in the closet”. Port Cranes of both the container handling and bulk handling varieties have in common a very vexing problem which has proved to be elusive in fixing for as long as cranes with variable speed drive systems have existed. Harmonic frequencies generated by the drive systems controlling motors on the crane can be induced back into the balance of the crane’s electrical system and further onto the electrical grid feeding the crane. These Harmonics can cause all kinds of trouble to other equipment sharing the same circuit.

On June 18th, Eri Vokshi, ClockSpring NRI’s Civil Products lead engineer, presented a webinar on Solutions for Strengthening and Protecting Underwater Piles by the use of ClockSpring NRI's Syntho-Shore products. Structures exposed or submerged in salt or freshwater experience not only aesthetic deterioration but also structural stress overtime. These damages cause the structures to loose ability to carry the loads they were designed for. NRI’s Syntho-Shore product line is the first under-water FRP system tested and designed to be applied fully submerged underwater during its curing process. The glass or carbon fiber system is the first factory-saturated system, comprised of a unique, uni-directional fabric while the primer is a viscous material easily spreadable above water or used with an innovative carrier material, for underwater applications. These products strengthen a structure while protecting it from erosion due to wave actions and corrosive environments while enhancing their structural strength.

The webinar is intended to address member feedback concerning implementation of the policy change requiring shippers to provide a verified weight (verified gross mass or VGM) for all packed containers prior to loading aboard a ship for export and its impact on ports. While most ports and related organizations have developed public and government relations programs to reach out to their key constituents, some programs are more robust and strategic than others. Communications effectiveness can be directly linked to a proactive plan that first considers how specific audiences may perceive the organization’s messages and activities, then follows through to evaluate the outcomes and adjust the plan as needed. In this workshop, participants heard from a host of public and government relations experts to get some great advice on everything from developing key messages and interviewing for television, to communicating with community activists and government leaders, then evaluating the outcomes. The workshop culminated with a half-day broadcast media interview training session, including development of key messages prior to going on camera. One or more members of the audience were invited to come on stage to give a digitally-recorded TV interview on a controversial topic at their port, then listen as the trainer and the audience reviewed the recorded interview and provided constructive feedback for the interviewee.

While most port communications are advocacy, news, educational or issues management in nature, when crises arise, communications may become hurried, harried and stressed. This workshop will explore the various types of crisis responses—ranging from natural and manmade disasters to ethical dilemmas and reputation management—and showcase innovative ideas and “best practices” from both within and outside the seaport industry. The second half-day of the workshop will be an interactive, facilitator-guided program in which participants will separate into seven unique crisis scenario groups to explore messaging for their particular crisis. On September 20, AAPA staff conducted a webinar with the U.S. Department of Transportation on the freight provisions contained in the latest transportation law known as “Moving Ahead for Progress in the 20th Century (MAP-21). AAPA President & CEO Kurt Nagle and Assistant Secretary for Transportation Policy Polly Trottenberg introduced the topic and both stressed the importance of the inclusion of seaports when considering the national freight policy and strategic plan called for in the new law. This one-day workshop focused on how port authorities can prepare to adapt to the effects of climate change. Speakers addressed the federal, state and local perspective on adapting port facilities - including dredging projects and channel maintenance, as well as surface transportation projects - to changes such as sea level rise and increased weather events. Other representatives discussed some of the information available to port authorities, such as planning guides and data analysis, and the European perspective on climate change adaptation.

With a multi-year, game-changing federal surface transportation authorization on the horizon, coordination between state DOTs, regional/corridor planning organizations and port authorities is vital to maritime economic development. A port's ability to expand and enhance access to new and re-developed facilities relies heavily on mitigating existing congestion and providing new capacity for freight beyond the gate. Coordination with public transportation planning organizations has become a prerequisite for getting federal/state funding for port access projects. The workshop will address how ports can best position themselves within the state, regional and corridor transportation planning framework. This year’s QPI Project Managers Workshop was hosted by the Port of Palm Beach with a timely agenda focused on the regulatory process. In past years these “roll up your sleeves” workshops have given Corps and port industry project managers an opportunity to meet, discuss and begin resolution of long standing issues and misunderstandings about processes and programs employed by the various offices and departments, both government and industry.

Multi-modalism in Port Activity Beyond Road Transportation:
The studies of viability maintain that road transportation is most efficient for distances of less than 300 km. Meanwhile rail transportation is most efficient for distances between 300 and 500 km and water transportation is best for distances over 500 km. However, most of the cargo in Latin America is transported by road/highway, which is less advantageous means of transportation and the deterioration of roads and highways as trucks usually transport more cargo than what they can really carry (adapted from a study about agricultural indicators by the Brazilian Institute of Geography and Statistics).
