Washington State is home to 29 federally recognized tribes and 75 public port districts. Ports and tribes generally have one thing in common: they rely on the waters of the State for access to interstate commerce, commercial fishing, transportation, recreational access and cultural resources. This paper will summarize the history of the intersection of tribes and ports in Washington State, and will explore case studies relating to the construction of public infrastructure projects.
